What they said is that there is a 10-second runoff, but there have to be at
least 3 seconds left after the runoff, because the clock starts on the ref’s whistle and the team supposedly takes at least 2 seconds after that to snap and spike the ball.

Regardless, it was shambolic clock management by BYU at the end of the half, and it almost cost BYU the game. They’d better figure out how to spike the ball correctly, or it will result in a loss at some point.
