Always has been. Always will be.
As long as they're poly or of African descent. I get the folliculitis issue, but honestly, the same courtesy is not always extended to other students with the same issue. My ex-husband shaved 1x a week, Sunday mornings after BYU. During BYU, 3X because he was called out for it. He definitely had folliculitis but they wouldn't give him a beard card. EVER.
