The wording on step c is odd though, if it's Iowa State and BYU it says it will

Compare record against the "next" highest ranked common opponent, which could be interpreted that they ignore the teams records against Kansas State and move to the next highest ranked team that is below them, if that is the case and BYU loses to anyone but Arizona State then BYU is out
