The NCAA hadn't vetted them yet. Coaches looked at their credentials & calculated their likely eligibilty, determined
their English & intelligence competency, took care of their visa work — & brought them over & enrolled them (w BYU admission's graces).
The NCAA clearing house still has its say, though. And their own time frame.
