The issue is that students who claim a ticket just to resell are taking tickets
away from those who have a ROC pass, actually want to go to the game, and wanted to claim a ticket but now aren't able to. Now those students are stuck with having to pay extra for a ticket they should have gotten as part of their ROC pass
