First, they should look at the two highest ranked teams for the playoffs. If only one team ranked, then you should look at all other criteria in place. As it stands, lets pretend Utah and BYU all have one loss and our loss is to Utah. Then Utah is in the game because of head to head, but BYU's only loss would be to a one loss team and Utah's loss would be to Arizona with multiple losses. I think one loss to Utah looks better than one loss to Arizona (assuming Utah only losses once), and we would be ranked higher than Utah in the rankings. So, we should get the nod.
Not saying this scenario will happen. A lot of football to be played. But I think head to heads have to much sway if it lessens the odds of getting two teams in the playoffs.
