Agree with your first part. Disagree with your last line. If BYU fans not
generally betting skewed the line significantly, then big money bettors would likely notice the skew and vote for BYU (and Vegas would adjust with more favorable lines for BYU). In the end, I highly doubt how many or few BYU fans gamble plays a significant role in how Vegas sets the line.
