your credit union. Ask them to inspect the title and pay the seller. You get the car, the keys and any other stuff that goes with the car and a clear (free from liens) and unbranded title.

There are too many ripoffs these days to not be very careful. It is too easy to get ripped off by the crooks.

Make sure you drive the car, get the car inspected, etc before going to the Credit Union.
