They were fine to investigate BYU and the Built Bar deal that provided money to walk-ons, but completely ignored the obvious pay-to-play crap going on at many big schools. I think they realized they had opened Pandora's box and there was no way to police it and have just given up on trying to enforce anything. The rules were very poorly written and the whole thing was just not vetted or really challenged at all before they put it out there. NCAA has to be one of the most incompetent institutions in the US, and given our political environment that is saying something!!
