A 60 yard TD that was thrown 60 yards in the air will get a higher rating than a 5 yard pass that the WR then takes 60 yards for a TD. Throwing a WR open will rate higher than throwing to a WR that is wide open.

Basically just grades each play from that players perspective. A 2 yard screen
