Average home in UT with basements are much larger than most states. Cost per
square foot may not be an accurate or fair comparison. I grew up in OR and no one has basements so their cost per square would be higher is my guess.

Some states don't include all sq/ft in size of home. Utah does so it deflates price per sq/ft bc it's so much cheaper.
