as many federal grants, and just funds research internally, it looked like we weren't actually spending that much on research when we were. Things like hiring students as research assistants was being listed as student employment only and not research money spent.

For example, in our graduate program, we provide a research assistant job to about 2/3rds of our students, masters and doctorate. That's pretty unheard of in many other universities that mostly only hire their doctorate students.
