It depends. Parts and repairs don't add value. But
what he paid for it is largely irrelevant. Let's say he overpaid for a lemon and bought a $2000 truck for $4500. Replacement value is still $2000.

If he got a great deal even if it needed some repairs his $4500 purchase could be worth $10k.

Really just depends. Have you checked what that make/model/mileage/condition vehicle goes for?
