I had a similar issue with a new dentist a while back
We got a second opinion, who flat out said that the other dentist was being extremely aggressive in his approach, and that the cavities were either not really cavities, or were on baby teeth that would be out shortly and did not need treatment.
Definitely get a second opinion.
