Dumb question. . .Why would Coach's law firm reference Student athlete handbook?

I'm a complete idiot on this subject. . . But why are they using the "S/A handbook" and not the employee handbook or USU's Title IX policy as their reference point.

Also, it seems like Coach Anderson should have consulted with legal or atleast got some email or evidence that USU's AD or other authority asked him to discuss with the witness.
