Without any context, I'd say it depends on how well you know the neighbor you sent it to. If they don't know you well,

it will come across as you being a bit snarky. If they do know you fairly well, you should have talked to them about it in person rather than texting. Either way, I think nicer language could have been used, but this isn't very rude, but it isn't going to build bridges either.
