I'd go to all 1 and 1 and then reduce the number of timeouts each team has

by half. Coaches would have to be a lot more judicious with stopping the clock with their own timeouts. They could reduce the shot clock to 24 to align with the NBA as well in that respect.

Another thing that would speed the entirety of the game up is removing the 4 mandatory media timeouts from the games. This will never happen.
