It gets used by all sorts of groups. It's just code for saying that people who are different than you are inferior.

Put another way, every group, place, people etc. is unique in some way. Claiming one is a "bubble" is just a passive way of judging it without just saying "those people are ignorant and naïve, because they don't think like me."
