I would list it as a tie, but the ordered list function here makes it easier to go number by number instead of skipping over some, so I just go alphabetical order in that case.
Utah happens to be towards the end of the alphabet, so if I'm listing something good (games over 3M for example) then Utah will look lower in ties (and therefore worse)
But if I'm listing something bad (PAC Network appearances) Utah will also look lower in ties (which in this case is a better look). If you look at the since 2014 and since 2022 rankings, Utah is tied with Washington in both cases, but it's listed in a way that is advantageous for Washington
And I've never argued Utah is on par with USC, UCLA, Oregon, Washington. That's the clear top tier of the PAC...(also apparently Stanford depending on how far back you go). But they're pretty clearly in the middle ground with Arizona St (and Stanford by some metrics, also Wazzu by some metrics) and clearly ahead of the bottom teams (Arizona, Cal, Colorado, Wazzu by some metrics, Oregon St)
