How does the housing office have any say over renovations?

"don't get rid of the rotting carpet or fix the low-voltage wiring that causes the doorbell to ring if you step on the floor just right. And DEFINITELY don't replace the appliances with something made after 1986 or else no more BYU approved status for you"

They both submitted the Saturday before the priority deadline. I think the deadline was Monday but then they extended it
