Going to the media over something like this is too dramatic. KayakCoug has a good idea in getting fellow students to try and get the problem fixed.
Walk Safe App sounds like garbage. That's fairytale level thinking, if they think that actually does anything.

She has a car, and is living in preferred dorms. That's more than what a lot of kids have.
