That’s why I pointed out that many states get rid of the HOV lane outside rush hour and it converts to a left lane.
But a carpooling lane has a purpose and that purpose is to be faster and more efficient than regular traffic. If you are in the carpool lane and you are going slower than regular traffic, you are doing it wrong. It’s not there for comfort or safety. That’s not the listed purpose.
