Yes, but in order to get over there, you had to speed at some point only to

slow down to the speed limit. The safest action of driving is staying in one lane. The far right lane is where most of the merging happens. But you’re just as safe to stay in the second lane and avoiding changing several more lanes including the passing lane as you are to drive several miles in the carpool lane.
