Besides the fact that you don't even know what this kid's interests are (e.g. maybe he hates outdoor activities, but loves attending professional athletic events), a lot of the things you're listing for Provo can be done more easily and better in Seattle. For example, base jumping, water skiing, and hang gliding are all better and closer in Seattle than in Provo (yes, I've waterskiied and base jumped in both places and watched hang gliders in both). Like someone above said, trying to compare the two cities is ridiculous unless prior criteria is determined such as trying to determine which city has better rock-climbing opportunities. For someone like me, whose primary hobby is mountaineering, Provo is a dung heap compared to Seattle. At the same time, Provo's rock climbing compared to Seattle is infinitely better. Depending on this kid's hobbies, he could be very correct in stating that there is much more to do in Seattle.
