There are large gaps in testing by Jamaican authorities before multiple Olympics. There were resignations and removals of the appointed Jamaican anti doping officials multiple times. Bolt for one was very inconsistent in times between Olympics and pulled out of a lot of events and posted some surprisingly poor times that contribute to what I think is a very healthy skepticism about the program.
