I've said before that if I was the B12 I would target ASU/UoA.
Getting other P5 school to join gives the impression of strength, while wearing a competitor. B12 makes more money than P12 so make a pitch. If you can get one, but not the pair, that's when you go after a partner like BYU who would complement as a regional play. TV partners would pay for that combo.
