I suspect Utah's overall environment for church will be better than for any out

of state school. Perhaps some more active opposition, but also a lot more support, especially peer to peer. Those other schools, the church community will be small and the church generally be an afterthought. Presents a different challenge. And I don't think Utah is culturally any more liberal than the other big state schools you listed.
