Holmoes control in this scenario. While it is his job to try to get us into a P5, the real question is, would any other athletic director have been able to make it happen. If you stick any other valid candidate for the AD job in that position does it change the outcome. Is our product insufficient in some way. Is there some higher ups that are not willing to bend on issues that prevent our qualification. Unfortunately, the process is not transparent enough for us to answer these questions, so your criticism is baseless (just like blind support is baseless). We just don't know.
