I am convinced by the evidence that plastic bag bans are counterproductive, but

the problem the bans are ultimately solving for is litter. It's an indisputable fact that millions of these thing end up all over the place causing environmental harm, not to mention blight. I'm not sad to see bans reversed, but how do we get people to be responsible with these bags so we can all continue to enjoy how convenient and useful they are?
