I got a slew of explanations a couple days ago.

It's a game the WCC plays to avoid an early-round upset of a bubble team and to avoid the top-seeds from having their NET rating dragged down by playing an additional Q4 team. It's kind of anti-competition (IMO), but it's probably the new normal for mid-majors.

Ah, I guess you mean high seed as higher/greater numerical value rather than higher ranked.

It's because the bottom 7 teams in the WCC are really bad. Bad NET.

It's done to protect NET rankings of the top 3 of the conference. Makes sense.
