Is this normal?

I have created hundreds of playoff brackets for sports leagues in my life. Never have I had most teams with a bye (waiting on the winner of the previous game). Is this pretty standard with conference tournaments? Makes it near impossible for the high seeds to win it all.

Ah, I guess you mean high seed as higher/greater numerical value rather than higher ranked.

It's because the bottom 7 teams in the WCC are really bad. Bad NET.

It's done to protect NET rankings of the top 3 of the conference. Makes sense.
