I can't read the article behind the firewall, but know the program it's talking about.

Congress saw fit to create this program and people spent 10 years doing their part of the bargain, taking the military or government service required to meet the deal, the government has an obligation to fulfill their side. if Congress now thinks it's a bad deal, then close the program, but you still have to grandfather in at least the people who have completed their requirements and pay them what we owe them.
