This is easier said than done because CFB is cyclical
20 years ago teams like Southern Miss and Fresno State would be no brainers for a conference like this. So gathering up the best programs currently, has flaws. Think about it, 20 years ago Cincinnati & UConn didn't even have D1 football programs, Boise State & Memphis were irrelevant, Colorado State was a consistent top 25 team, and Tulane & Marshall went undefeated. If you are going to form a "best of the rest" conference it was to be fluid to always include the best G5s.
