I believe Harvard requires you to attend school in conjunction with online

courses. Where with BYU, you can get the entire degree online.

But the CES's goal is not to create an elite school. And BYU's board of trustees are part of the CES. The goal is to provide as much education as possible. It was cheaper to expand BYUI because of the land available. It's always cheaper to expand online education. But the demand to enter BYU is high, and the CES goal is more about access than ACT scores.

Any elitism comes with the graduate schools.
