I think the idea of severance during pain is to avoid all pain. You, the original outtie, don't have to experience pain anymore. So anytime your brain feels like you're in a tense situation, on goes the chip, and your poor innie has to suffer all the pain.

Thus, pain is removed from the world. Really we're just shoving our pain on others so that we don't have to deal with it. I feel like that's the overarching theme, make other people suffer while you, the rich, the well off, have no pains.
