it's not targeting then I'm curious why not? Please give the specific reasons so we understand the rule better.
It was a defenseless player who got injured by a blow to the head. If it's not technically targeting then can we change the rules in a way to make it targeting in the future??
The defensive player had good form, but for the fact that he hit the receiver's head. The defensive player should have had his helmet to the side of the receiver's head. Had he done that it would have been a clean hit and the receiver wouldn't have gotten a head injury.
