I'd take Hall over Baker every time. Baker shouldn't be getting minutes.
Hall needs to improve and he can improve and get back to his old self we saw late last year.
Baker has no upside. He flies around out of control and is abused on defense. Yes he can produce against low level competition, but he needs to be used for garbage time at this point.
