I think SharePoint is likely the better option for this over MS Forms
That said, the same user should be able to submit a Microsoft Form several times generating multiple lines in a spreadsheet. You might have to adjust some settings and allow it to be filled out without signing in.

Depending on the nature of the information you may want or need to change some settings in SharePoint to prevent users from accidentally changing rows that don’t belong to them or maybe even seeing rows that don’t belong to them.
