He is literally describing Utah. Utah promised a boat load of cash to recruits 2 years ago...
And almost non of it has been fulfilled and that's coming from the players themselves. Even the Truck deals was a fools gold promise that came with so many restrictions that the trucks weren't even worth the hassle.
