Because success post college has a lot more to do with your soft skills learned
primarily in your home, than a university degree. There is no guaranteed job after. People coming from low income households with little training will really struggle to make university make sense without a TON of mentoring and hard work.

Trade school route provides a near guaranteed job that depends very little on your soft skills. There is a shortage of tradesmen across most disciplines and likelihood of success is higher.

I don’t think this is a bad take at all.
