West Virginia is a Top 30(ish) program all-time, which is remarkable considering they have almost no homegrown talent to speak of. The last time WVU was the best version of itself as a program was with RichRod as the head coach, and he consistently landed talent. Mostly it was a combination of Pennsylvania, Ohio & Florida. Being back in a conference with a Florida school is absolutely huge for that program, so it seems like reestablishing that pipeline of athletes is conceivable. Whether RichRod has the capability to still succeed as a head coach and offensive innovator is another question entirely.
