Not for passing a parked school bus, but for speeding or failing to completely stop at a stop sign. Sometimes you've got to just take the L and accept you were in the wrong.

I think this is one of those cases. It's unsafe and illegal to pass a stopped school bus. Pay the fine and try to be more careful next time.
