If Arizona St wins the CCG then the Alamo Bowl has the option to take either Colorado or Washington State. Colorado would be the bigger draw and I expect is who they'd take. Only reason to take Washington St is to avoid the B12 vs B12 matchup. The B12 rep would likely be either Iowa St or BYU.
