THAAD would need to intercept before it reach it's apex, but yes up to that
point, after that, there isn't anything fast enough to intercept.
But the US has been testing scram jets for a long time that deliver payloads at similar speeds, so saying this is a game changer for NATO/US isn't exactly true.
