Just guessing why the refs didn't throw the flag.
Not saying it was the right or wrong call, just trying to understand what sort of logic they may have had.
ASU had shown on the past several plays that losing yardage definitely wasn't their main concern, but running clock was.

By rule, the intentional grounding penalty requires intent. ASU intent wasn't to avoid loss of yardage but to burn clock
