1. The rules treat a non-player committing a foul during play the same as
a player committing a foul after the play.
2. The example you quoted is for a player committing the foul. Non-players are treated differently.
3. If you're right, as soon as BYU saw the Utah player likely to get aTD, Holmoe should have run out on the field and gotten the play blown dead by inviting a penalty.
