Generally agree, the Utah DB could have gotten away with some, but it eventually became too egregious to ignore
I think the Utah player may have even been able to get away with the shoulder yank (especially since it came in response to Phillip's pushing off on the DB). As you mention, there's a lot of jostling and they tend to be more willing to let players get away with it these days, plus (right or wrong) the time of the game certainly plays into it.
But the arm wrapped around Phillips as he tried to run downfield is absolutely going to be called every time. Interestingly, by that point, it probably wasn't relevant as Retzlaff was already being brought down by that escalation by the Utah DB. But I also think that (wrapped the arm) is what forced the officials to call it.
