To keep a team from just false starting to stop the clock in 2 min drill
They will penalize with a 10 second runoff.
Otherwise an offense not ready can just false start, take the 5 yards, and still have all the time.

I think the rule is you need 3 seconds on the clock to spike it when the clock

The bigger issue is BYU clock management. We never save timeouts for these
