I wonder about the last "false start". It looks like the Utah line "shift" involved a forward flinch which caused

It seemed like Kalani was calling for a delay of game-- which would be defense mimicking the snap count.

Yes defense can move forward if they don't go into neutral zone . Often

In this case, it's less about the forward shift and more about simulating/obfiscating the silent snap count.
