Not sure about that. Utah is notably worse than last years
They've lost to ASU and Arizona (who are often two of of those bottom PAC teams) as well as Houston (who is at least as bad as Cal or the like).
That's not to say the Big 12 isn't tougher than the PAC....but I don't think it's the primary reason Utah is struggling this year. I think they're just markedly worse than previous years
